I've used Greenfish Icon Editor Pro for many years now.  It's free and you can find it here: http://greenfishsoftware.blogspot.com/2012/07/greenfish-icon-editor-pro.html
Another good, free option is the last freeware version of IcoFX.  You can find that version here: http://www.321download.com/LastFreeware/page40.html#IcoFX
