Program Idea - Control Use of Web and Computer

I have a 12 year old addicted to the computer in general and the net in particular; I'd like to see a program that would allow me, as a parent, to control both.  There are a couple to be found under downloads.com, but the reviews they get are poor, and the programs themselves are expensive.

Here is what I see:

Kid Time Control - controls total computer time per day and/or per week, allow extra time on weekends and holidays or specially designated days.  Time not used one day can be 'saved' for another, if set that way in options.

Kid Web Control - controls access by browsers, chat, and messaging programs, but allows updates by antivirus and antispy programs if at all possible.

Kid Total Control - does both of the above!

i'm going to move this to general software section, only because i know there are a bunch of such programs out there and i'd like to hear some more opinions about existing programs from general crowd here before people start trying to code this..

Not had any need of anything like this so I haven't tried these but how about:

http://www.agtechsoft.com/Product1.htm $19.95 looks like it can do what you want for login hours but not the carry over unused time. You can extend time though without altering the usual allowed periods.
