Looks like there might also be a Quick Access Toolbar that has "Undo and Redo arrows by default"

That'll conflict.
Ctrl+U has always been Underline selected text. It goes with:
Ctrl+B = Bold selected text
Ctrl+I = Italicize selected text
These have been around forever, and still apply to 365...which does/should/did have all the standard Ctrl+ hot keys by default. Me thinks (regarding the OP), something got fiddled with..
