how to easily shuffle around parts of an image

You mean like a slide puzzle, but with none of the pieces removed?

I found this game called FloTiles, that might do what you want, but I suppose you may have to make a screenshot of the resulting puzzle, to be able to keep it as a new image file.

You may need to have Win8.1 to download it, though, and I am not entirely sure if this is for phones and tablets, only.

Yes, something like that would work, if the "tile" size would be a lot smaller/customizable.

And yes, it requires Windows 8.1 - which I don't have...
