Tails needs to boot to create a bootable USB

Has anyone figured out the piggyback scheme used by Tails?

I followed the instructions to create the first bootable USB.  I gather I'm supposed to boot that, then use the Linux install program to write to a USB drive in another port to create the true Tails with storage etc..

Where I get stuck is I press F12 to change the boot order to the USB.  Then I get a prompt that says
boot:

with no instructions.  If I hit Enter the prompt just rewrites itself on the next line.  I must have missed something.  :)
