Browsing the City of Oakland's website, as one often does in moments of boredom, I came across this chappie.
Most peculiar assortment of crimes.... could anyone from California shed some light on the last listed crime please?

I think by "recycling" they're referring to 'chopping' a car for parts. That would tie in with the grand theft (stealing the car) and conspiracy (most car thefts are handled by professional gangs of car thieves) charges.

Okay, that's where I went when I saw the thread title. I just don't quite get how a crime spree ties back into the song.

Naturally. The beginning of the song has the narrator cleaning out Alice's Restaurant, and because the landfill is closed, they just dump it down a hill. So there you have the recycling reference from the OP.
