Text editor where you can stick stuff anywhere in the whitespace (Microed-like)

I'm searching for a MicroEd-like (for Bat users) text editor where I can position the cursor in any blank space regardless if there is a space or tab there.  I'm sure the ASCII art creators have something like this, but I can't find one.

PSPAD for the win!  Thanks.
Jave was laggy and behaving weird on my computer.  But PSPAD is perfect.

If you have UltraEdit it has an option to "allow positioning beyond line end".

I honestly thought that most editors but the most basic had that as a configurable option.
