floating point error - win 8 german

Screenshot captor 4.5 does not start on my win 8 (german). Instead I get die error message: "1,0 is no valid Floating Point".

Remark: In German replaces the comma the dot in Floating Points.

The problem you are reporting I think was fixed in that release and had to do with moving the configuration file between computers of different locales.
