CircleDock Location Moves after Reboot

1.5.6.30 - Windows 7 64 bit
Running in Kiosk Mode

I like to keep CircleDock hidden and make it visible with a hotkey. I like it centered on my desktop.
When I reboot my machine, CircleDock launches but in the top left corner of my desktop rather than the center.
I must Right click toggle button  and uncheck  the Lock the dock's location..Move to the center of my desktop... Right click toggle button  and check  the Lock the dock's location

Here are my settings

Properties > General > Location > Lock Dock to current Location .. Check
Right click toggle button = Lock the dock's location .. Check
