If the Russian malware is being used by bad actors from Russia the trick might be useful. And only if these persons care about legal implications the Russian courts can subject them to. A lot of malware doesn't even care and if they do, they have built in more extensive/complex checks to see if their malware should be executed or not.

There are scripts that make a normal Windows installation look like a Windows installation in a virtual machine. Malware is known to be able to detect if it runs in a VM or not and will act very differently. Sometimes it doesn't even infect the VM, instead it will try to "jump" from the VM onto the host.
