Bad link. Simple Wi-Fi Yagi worked for me. Look at the link and you will see why yours doesn't work. I had a problem too, and had to re-edit the link after testing it.

But they should have made it possible to restore the files. This way ruins the method for future use because it is obvious that ransom is not the primary goal.
In previous versions of “similar” ransomware like Petya/Mischa/GoldenEye, this installation ID contains crucial information for the key recovery. After sending this information to the attacker they can extract the decryption key using their private key
