IrfanView can read EXIP metadata via plugin (download plugins , help). To remove EXIP metadata select Option | JPEG Lossless Operation... and in "JPG Lossless transformation", under "JPG APP marker option" select Custom and untick appropriate check-box.

In Irfanview 4.35 go Options | JPEG Lossless Rotation to get the "JPG Lossless transformation" window.
