Another approach may be to drop the files one by one on a player and depending on the sound, move them to folders categorized by the loudness or volume.  Then batch adjust each folder. I doubt any automatic method in any free or low-priced software is going to batch analyze a whole slew of files and bring them into the same ballpark.
