How to make YouTube *not* degrade poor quality movies even further?

I have already tried this too many times: I upload a fine quality movie, and YouTube will show it nicely; it keeps the good quality. I upload a not-so-good-quality movie, and YouTube degrades the (lack of) quality even further, making the resulting quality totally bad. I simply cannot understand what criteria YouTube wants me to meet.

Did any of the 'you' figure out how to upload a poor quality movie to YouTube WITHOUT having it degraded even further?

Whack youtube with a BFH and tell it to stop being lame... but no seriously, I couldn't tell you, because youtube is always changing things with their website. You might try rendering out the video in 720p resolution, and if it is smaller than 720, just add the black bars around it, I dunno.
