Are you using paypal.com or some localized version? I noticed that in some countries the paypal features/site are different.
(eg: paypal.be vs paypal.com)

I'm using the U.S. version of PayPal. When I called them on the phone yesterday they said that
they were having trouble with the SEND MONEY option.
I tried it today and still have no luck. They really weren't very helpful and kept me on the phone for awhile and it wasn't a toll free call. Also, they never answered my email request yet either.

There is a problem with the Send Money option with PayPal that PayPal knows about.
They told me a way to get around the problem so I could send money until the problem is fixed.
They told me to click on the Send Money tab on the PayPal home page before logging in and
that works.
