What????
The sign language exam is blocked there?
THAT is seriously messed up.
1) It's fair use. The music is nowhere near production quality -- it's a video camera...
2) Censored for language? Wow... That would be totally nuts.
I can't think of any other possible reasons.
Either way it blows.
