Heh. In the condo park where I used to live one could often see the sprinklers running in a downpour. After much criticism they made an effort to call someone in the control room to kill the sprinklers during a driving rain or tropical storm. But I'm sure it was on an informal basis. If the condo association board member in charge of grounds maintenance wasn't home to answer the phone the sprinklers ran until the timer expired.
But when it comes to government I can readily imagine them exhuming a corpse to execute a perpetrator killed without the proper jot or tittle.

That one reminds me of a drawing of a sign. I do not remember if it was in Mad Magazine or where I saw it. It looks like a traffic sign and it says "Do Not Read This Sign." :)
