They were Montauk daisies. I did a search for images - when not in flower, they're very different to the daisies I'd know in that they have a bushy plant.
Now I'm far from an expert with cannabis plants, but I could tell the difference fairly easily.

Also... I kinda doubt the daisies have the characteristic smell that hemp plants have. Those guys ought to be really, really ashamed :-)
