Multiple Monitors Question

OK Folks, this has been discussed here a lot. Here is my question.

I am currently testing ultramon but I require a program which can dictate which monitor an application starts on as well as allowing the taskbar's tray icons be extended onto both monitors. Is there such an application?

i've tried looking around but in the end settled for Ultramon as well. btw, if you hadn't notice by now, Ultramon adds two extra tabs for *.lnk files, one of which controls the launched programs appearance.
