A glass in front of a speech table. What's it used for?

Is it very common in the US?  ;D

When I was younger I always thought those things were bullet-proof glass shields or something to protect the speakers.

At one time I thought it was a tinted shield to protect the speaker's eyes from camera flash, so he wouldn't be blinded and would still be able to see his speech notes.  :D
