Perhaps I don't understand the original question, but if I read it literally, I already do that just with Windows. Right click on the desktop and select "New Folder". Put any number of icons (shortcuts) within it. Change the view to icon view (if you like pictures). That's it. All your shortcuts inside a folder.

For an added step, you can then MOVE your folder down to the task bar quick launch area. To do this, you have to RIGHT click and HOLD, drag the folder down over the quick launch area (the one next to the START button), look for a black vertical line/bar and then release it. The reason to look for the bar (may need to move left or right a little) is so that you don't drop it into another program. When you release, a menu will pop up asking if you want to copy or move. Select MOVE.

To add new items after moving to the quick launch area, just open it first.

This way, the folder is accessable even when other programs are running, without any need to minimize, etc.

If you don't have a quicklaunch area, you can right click on the bottom taskbar, go to "Toolbars", and click to enable it.

I once had a Bengali keyboard popping up whenever I started up my Tablet Computer. Problem is that I didn't have Bengali installed, and the keyboard was all blank characters. This meant that I could not sign into my Tablet for 3 days, until I figured out how to shift keyboard modes...

About a year later, I happened to uninstall ALL languages (except original English), and then reinstall the one extra one that I currently use (Chinese). From that day on, my Bengali keyboard disappeared.

So, that's my last suggestion to try. Need to reboot between, of course. You could do a system restore point before any of this, if you need. Also, I assume you'll have your Installation CD handy if you need to reinstall any languages. (I thought you mentioned you had Korean support).

I know IE has extra language support, but I don't have a clue as to whether or not that would apply here...

Have you tried setting compatibility mode to Windows 98SE, etc?

Just create a PIF shortcut (should happen automatically for 16 bit apps anyways), then check properties, and change the compatibility mode.

That always works for me on programs or old games.

Check the following (didn't see any mention of this on this page...)

Regional and Language Options
Advanced Tab
Check "Language for non-Unicode programs" is set to English and "Apply settings..."

Languages Tab
Click "Details" and verify "Default input language" is English
Click "Advanced" tab. I currently have "Extend support.." checked and "Turn off advanced..." unchecked

Regional Options Tab
I have "English" for regional defaults.
You can set your "Location" also for some reporting services.

It can help to CHANGE the options, save, then CHANGE BACK. This ensures registry settings are all applied.

The first item is the one that helped me in a similar situation, where install programs would run in German, when I didn't even have the language loaded. But, at one point, a friend had used the computer in German for a little while and it got set somehow.

The "Business of Software" blog (I'm not affiliated in any way) is giving away a program called "DoNotDisturb" for free. He bought rights to give the program away for several months from the author, which I found interesting.

They also have a free ebook for downloading.

You have to (as far as I can tell) fill in an information form.

There's a very tiny link at the bottom of the registration form for the ebook, if you want to get both in one go. I've downloaded but not yet tried the program.
