Have you unblocked the .exe?  When someone downloads a .exe that microsoft doesn't know about that contacts the internet, sometimes they block the .exe.  Also check in the event viewer to see if there is other information that might allow mouser to debug it.

I did not found any proof that .exe is being blocked. However, the Event Viewer shows error which download link I have sent to you and mouser via personal message.

I have tried UrlSnooper now on Windows 10 Pro 64-bit, and it worked perfectly.. So I am unsure what the problem could be.
Can you try using the portable version and see if that works?

This has the same error message i.e. it does not work.

Let me see if I can reproduce the problem -- if not I may send you a debug version that will help me understand where the problem is.

As far as I know, I do not believe that I have any old .ini file available.
It is a new install. Perhaps a TeamViewer is a better solution?

It happens every time I start it.
I have run portable and used setup installer. I have tried to install/uninstall the winpcap drivers with the setup installer and independently.
