It's called Visual Dialogscript. Unfortunately it is no longer in development.  :( >:(
I have been using it for over 15 years.

Yes, it shows first then moves to the mouse cursor. Only way I could get it to work.

Not sure if Classic Shell would interfere with it, I have never used it before. I don't think so though.
