As a thought, allowing an exception in your firewall might help to get more accurate result.
Basically its telling the Firewall the App is cool

Then get Rufus and install it to a USB drive.
Windows 10 is a nightmare to create a bootable disk of Windows 7

Win 10 sucks - after every update there will be a guaranteed problem.

Why don't you get a USB 3.0 drive and install Windows 7 on it or create a Virtual machine to test any problems.
USB 3.0 is a better option.

Check out Eventvwr the Scammers favourite util to use.
