MemPad seems like it fits your requirements; it's basically a text based hierarchical tree outliner.

I have it minimized on startup on my system tray and if I want to save a URL or copy/paste text to save for later review it's there at an instance.  Small program size, portable, can use windows encryption, search capabilities, auto save, etc.

A question that should be asked is whether or not the notebook takes an ATA or SATA (Serial ATA) interface on the harddrive.  Take a look at newegg.com for "notebook harddrive" and you'll see references for SATA drive indicating "Notebook compatibility: SATA interface only".

If you use a TI9 bootable linux CD to just image/restore whole partitions or drives I would think that it would not matter what the OS is since it does a bit by bit image of what's on the drive and does not interact with windows at all if using the bootable CD.  Someone who knows please tell me if I'm incorrect.

It's when you install the TI9 on an OS say Win 2003 Server that the installer may say that the OS is not supported since they want you to use the TI9 Server version rather than the Home/Desktop version. In addition, the installed TI version has features such as individual file restore from a TI image, differential/incremental images - with TI9 these features are not available if using a TI9 bootable CD.

Note that TI 9 is not supported for Vista.

You can just use the older version of ZoneAlarm Free version but you would just have the firewall and not the anti-spyware.  You can download previous versions of the free version from their website:

The firewall I use for a Win98 box I have is the last free version of Kerio Personal Firewall 2.1.5:

Plus if you're behind a router, it essentially has a firewall which blocks incoming baddies.  I use Kerio basically to find out about outgoing stuff that I don't know about.

For anti-virus, AVG free version appears to support Win98 and provides real-time protection.  You could also use ClamWin Portable but it does not have real-time protection - however it is portable and can be put on USB key/drive.  I use ClamWin portable since I do not want the win98 machine to be more slower.

I have not installed anti-spyware software but occasionally I checkout the online scanner from TrendMicro which checks for virus, spyware, and malware.  The Java or Active X downloads the current definitions and should support win98.  This is an on-demand rather than a real-time scanner.

Hmmm, the start-up does not seem that bad on my end - isolated test machine: Win98 Pentium II 128 MB RAM

1.  If your firewall automatically blocks unapproved outgoing connections, this may cause it since it tries to call home to a specific IP 3 times and then 1 time to www.flickr.vip.mud.yahoo.com

2. OR if you're automatically allowing outgoing connections then maybe its your ISP's DNS server slow in doing the domain name resolution to flickr.vip.mud.yahoo.com - Try to copy and paste the address in your browser to see if it's kind of slow...

Curt - which speed issue are you referring to?  Is it the one in the Viewer tab where it generates all the thumbnails when you go to a folder?  Maybe turning the thumbnail cache on would help.  The issue is similar to other viewers such as Faststone Image Viewer which can view folder via thumbnails.  One way to avoid the thumbnail preview this is go to the Editor tab and open the specific filename.

I'm just starting to see PhotoScape on the other download sites such as softpedia, download.com, softonic, majorgeeks, etc.
From the looks of it, even though it says version 3, it's either
1. the first general release and just labeled it version 3 to give it some maturity
2. OR the software was called something else before and has just undergone a name change

Anyways I'll keep my eye on the user reviews, looks good so far.  Right now it's on a standalone Win98 box isolated from the rest of my stuff.

Now if only the author can do something about making the "calling home" aspect and the automatic download of flickr photo  an optional feature  :)

Have been playing with Photoscape for a little bit.  This has potential because in addition to being a viewer, it has several modules which a quite useful: placing text and graphic objects on the photo then combining them into one layer, preset photo collage page templates, frames, buttons for one click photo adjustment (auto level and contrast).  Most of these features I typically have used another utility to perform in addition to my general graphic viewer.

It could use improvement such as consistently putting an undo/redo option in modules such as the Editor, Page, and Combine tabs.  I do like context help as you hover the mouse over a control such as a button or slider.

Some annoyances I mentioned in my previous post are the automatically "calling home" for an unknown reason and also downloading of a flickr photo - but I just let the firewall deny these 4 outgoing calls.  I see no options on the GUI or the cfg files to disable them.

Oh yeah and also the icon does indeed look somewhat familiar... maybe ubuntu but without the "appendage part: on the PhotoScape icon?

I wish there's an option to:

1. Turn off the "calling home" part when the program starts.  Don't know if homebase is counting the number of unique users of the software, number of downloads, checking for software updates, etc.

2. Turn off downloading a picture from a Flickr page.  There's an option to not show the picture but only after the image has been cached on the computer??

Even though it's primarily a shut down utility, it has trigger events based on file size limit, process stops, and ping stops which may fit all of your stated needs.  Rather than stating a shutdown action you can just display a specified message.  It can be set to automatically run on windows start up.

The command line command called Robocopy.exe (found in Microsoft Windows Resource Kits) can be used to synchronize subdirectories with the /MIR  (mirror) switch.

When doing backups of a doctor's Electronic Medical Records data, I first copy the live production data onto a separate drive.  I then make archives/backups off of this copy.  I am currently using an xcopy script but will be migrating to another script using robocopy with the /MIR option since I think it's more robust than xcopy.  On subsequent runs, only files which were added, changed, deleted from both source and destination directories will be processed rather than every file being copied to the destination directory.

I use fSekrit for encrypting text based data and use Blowfish Advanced CS for file-level encryption (multiple algorithms). 

One good feature of Blowfish Advanced CS is that it has a "work with" feature where you can decrypt a file and work with it in an associated application.  Then when you're finished with the application, the file is automatically encrypted with the decryption key and any interim files are wiped.

There's also a zip version so no installers needed. I just unzip and put it on my usb drive.
You can select a folder or multiple files to encrypt at once but they'll be encrypted as individual files with the same password.

I haven't yet used Truecrypt but if I do it will be for smaller container files rather than tens of gigabytes or greater containers.

Any advantage of using LWA over other offline browsers such as WinHTTrack/HTTrack.  I see that HTTrack can include/exclude certain portions of a site but I'm not sure if LWA can do this.  HTTrack also has incomplete support for flash sites according to its FAQ.

Can minimize app window but not windows explorer window.  However, this app will allow a minimized/hidden app to the system tray to have password protection before restoring the window.  The utility has a default of the Italian language but can be set to English.  My language setting was not "sticking" for some reason so I just copied the eng.dll and renamed it ita.dll

What about calling that same script via window's own task scheduler (first set up a daily task, then go back and edit it to go into "Advanced" and enable repeat task every ... 30 minutes).

You can also use System Scheduler (free and pro versions) (www.splinterware.com)  if window's own task scheduler is flaky running on your system.

I've been playing around with Aqua Data Studio (http://www.aquafold.com).  It's Java based and handles the major databases.  They just updated to version 6 but made the prior versions free for personal and academic uses.

I'm using the previous major 4.7 version to do SQL (by hand and thru its Visual Query Builder) to figure out the mySQL database for an electronic medical record system.

In the past I've used TOAD tools (http://www.toadsoft.com) for Oracle databases.  But now I see they have different modules for the other major database systems.

Candle - TrayIt! has an option to group similar icons. 
Maybe you can do something with that like represent your programs with the same icon; or what about calling your apps each with a batch file - maybe TrayIt will group all batch windows to 1 icon.
