KatMouse has been one my best utilities for years, allowing me to merely hold the mouse over the inactive screen and scroll...without even having to hold the Ctrl button!

KatMouse is pretty nice, but it only worked for me while I was using Win2k (not since switching to WinXP) :-/. Since then, I've been using Wheeler which has been working fine in XP.
