On the DcUpdater homepage (https://www.donationcoder.com/Software/Mouser/Updater/index.html), the latest release mentioned is v1.23.01 from Aug 19, 2007.

Maybe this is was the last so-called stable version, but now it seems it hasn't been updated for a long time. Especially for newcommers.
