I've just come across an extension called The Great Suspender, which works very well for me. As soon as Chrome starts loading up all of my tabs, I click on The Great Suspender and click "Suspend all tabs." I have it set up to automatically reload any tab I bring to the front, so I just click the tab I want to load.
