how is this for a challenge... make a program that lets you change your taskbar like window blinds (you dont have to change the bar at the top of every window, but if you really want a challenge... :P)
Of course if this is too much of a challenge for you guys... (only joking... you guys are really good coders (and generous in not adding adware to keep your software free... so keep the good stuff up )
hope you guys can do this...

It can be done, and it has been done.
Take a look at the pro (Skrommel)'s Colour Taskbar script [ Here ] (https://www.donationcoder.com/Software/Skrommel/index.html#ColorTaskbar)
EDIT: Oh and it only has effect on the older style of window's task bar, as far as I know..

Well, there's always ms's visual styles (http://www.tweakxp.com/article37983.aspx), which is also free.

patch your uxtheme.dll (http://www.tech-recipes.com/rx/1088/how_to_patch_uxtheme_dll_file_xp_home_pro), and then use jgpaiva's site that he posted.

I was hoping to find an entire freeware replacement for windowblinds :( That would be for Vista 32 bit by the way

As I understood it Skrommel's script makes the taskbar run though a range of colours over time.
But I think the poster just wants to be able to change the colour and have it stay one colour?
I would like that too.
