Regional settings allows you to select a default keyboard, choose one from your desired primary language.

There is even software that changes the color of cursor when you switch between languages for Windows. For the life of me, I can't remember its name anymore and searching for this only resulted in a lot links on how to do this VIM and other Linux software. Kalos, maybe this is a good idea for a coding snack...

Now I found this Aml Maple (http://www.amlpages.com/amlmaple.shtml).

Under Control Panel\All Control Panel Items\Language the list of the languages is displayed and the top language is US! Doesn't that mean that it's the default? However whenever I start Windows, the other language is enabled.

I'm on 7 atm, but *keyboard* is the keyword here -- your language and your keyboard language are two different things.
