All in all,

Bookmarkos.com seems quite unique as for providing collaboration for free, in the sense of inviting by email a private team of persons so they can add and edit bookmarks of your collection. Everything is private by default.

Another service is Bookmax.net. Inviting a private team to edit your collection is a payware feature.

Another one which may have this feature for free with limitations seems to be Diigo.com

Finally there is an interesting addon for Chrome called Gmailmarks.
Allows to tag a page with your gmail account. You can always share these "bookmarks" by email

Diigo.com looks very cool
the free version is full-featured with a limit of 500 bookmarks and 100 annotations which may be enough to make one newsletter. For the next letter, just remove all your bookmarks ;) will this be allowed? haven't checked it out yet

Wow! Nice import/export (a must as many of these services disappear over time), tag sorting, visible descriptions by clicking on every link, relate links with other links both manually and automatically by the system (no collaborative in the sense of inviting people but in relating your content with tags from other anonymous users)

dont forget that one can be creative by combining several freemium services to get more features in practice

Ta! Not sure most of these if any are collaborative and allow html export.
Ideally it should be a clone of google's bookmarks plus having collaborative features.

Handpick, zeef and hitabs look useful..
hitabs: no html export!, nice sorting features, no tags but folders, links descriptions clearly visible, didnt checked yet but seems collaborative?
zeef: not sure if supports import/export, no descriptions for the links, long link titles are stripped
