Hello, (excuse my englisch :-\)

Is there a Way (Tool) to add colored Borders for Fonts in Windows System Dialog Boxes, Taskbars etc.?

Example (lookalike) :

Sorry for the bad news but I'm not sure its possible, *maybe* with a pro using the right assembly of dll calls.
