Looks like the forum is going to obsure part of the link, so here is the whole url:

Actually, that works for any site you put after that last '/'.
I think it's somehow related to the bar on the right. I think there have been similar sites here on DC. The objective was to chat with people that were visiting the same site you were visiting.
