Do any of you know whether or not Irfanview or Paint.net can apply varying degrees of transparency to an image?  I think I've read this has something to do with varying an image's "alpha" value?  If so, could anyone describe how this is accomplished.

I have never used either of those, but looking at a screen shot on getpaint.net, in the history box there was a layer visibility applied, so I would thing that under the effects menu maybe or the layers menu maybe you would find it. though I use adobe photoshop, and it is under the layers window.
