I personally see no reason why you would want such a thing, but that's only me.
Why not just use a light-weight text editor like Win32Pad (http://fileforum.betanews.com/detail/Win32Pad/944076528/1) that's blazing fast?

The reason: No clicking involved. No opening, no closing. Just viewing. Just like PhotoMesa.

Example: I've a folder Text. I go and just hover there selecting files as I go, perhaps with a left click, which closes the tooltip and adds to the selection, acting as if I had Ctrl pressed.

So you still would have to click...  8)

Really, try Win32Pad (see above), you can close it by just pressing ESC. And if you have to open dozens of files just to check what they are about it's time to improve the file names you give. ;)
