Automatic collager photo maker offline

Some platforms have tools to do this : wordpress, facebook, etc. But I need post in several ways and need an independent tool to do this.
Better is offline.
With the possibility of manual collage.
Better is portable.
Much better is free.

Picasa has always had this. It's rather well-implemented too.

I have tried one of these options :

but the program Pos Free Collage Maker seems not to be compatible with windows 8.1.
