Ask google about "unlocker". It's an application to delete locked files, and offers the option to delete on reboot.

Apparently the "unlocker" I have been using is discontinued, but is still available on many sites. There is also this new one called IObit unlocker (http://www.iobit.com/en/iobit-unlocker.php) but that one I did not try.

The interesting point is kill without reinitiating.

But for the answer received I am assuming is a self defence of the operating system for not easy killing of the antivirus by example....

I use "SuperF4" https://stefansundin.github.io/superf4/ and "Kill.exe" (can not find the weblink) for such situation.

I use Kill.exe from batch file, as a quick way to exit a running process in my development environment.
