Special Effect Options - Border - Not Taking Effect

For a border around all my screenshots I have always done this

but now I've set up Special Effect Options like that and I'm not getting a border :huh:

What am I doing wrong? :-[

When you say you are not getting a border -- do you mean not getting one automatically after every screenshot? Or not getting one after you tell it to apply a border?
