LBC changes ClockRes

I was reading a article about apps that change the clock-res and it hurting battery life on laptops and the sysinternals guy has a clockres checker.  I ran it and mine was changed.  I realized that starting / stopping LBC changes clockres.  Neccessary?

Wow that's interesting.. Never heard of it this phenomena.. I'll look into it a little.

Chrome changes it when a video plays but will return it to 15 when you close a tab or such.
