HSPA+:15 What does it mean?

Under SIM status in my Android phone, in Network type, it reads 'HSPA+:15'. Can any member explain what it actually means?

I'm going to guess T-Mobile as that's what they use for 4G areas that do not support LTE yet or if device doesn't support LTE. Just a guess.
