I have found others that cannot be re-mapped. I was never able to find a workaround, despite posting in various places and scouring the net.

you can of course re-assign the various keys as you please
This claims to be able to do so for $15, but I have not tested it:

Some keys (and I don't recall the exact key now) can't be re-assigned as they are hardcoded and Windows won't let you. I have a program that allows the Windows keys to be re-mapped and it failed for 1 particular key. When I contacted the developer, he did some research and then removed the key from the list of re-mappable keys.

Win+M is supposed to minimize windows. You won't be able to remap it.

I have found a possible solution, but in spanish, so I will wait for more information.
This solution is affecting windows registry and is not difficult for me.

I don't know the cause, but some days ago, 15 or 20, i have a strange problem when my pc goes to sleep. When wake a unit Y: was changed for unit I: and something goes wrong with the residents in the unit Y:
I have found no explanation, but obviously is my vice for testing software.
So may be one more time something affected the windows registry.
Additionally i can't modify the letter of the unit because the dissapeared letter Y: was no eligible.

I see.
I am trying to find a program to test this :
1) hotkeys disactivated from the system
2) any important windows service desactivated
3) restore system desactivated

I don't think of a virus, but I would a software to tell me of things changed strange in the system.

Anyone knows about a software for this purpose ?

If you have an app or program running that also uses this hotkey combo, there will be a conflict and it won't work.
The only software that I know of that does some of the things you want is WinPatrol.  They have a free and a pro version, but you'll have to read to find out the difference between the two.
