w3 Schools PHP Tutorial
Good information for beginners as well as anyone needing a refresher or looking to continue their PHP education.  w3 schools has guides for a lot of web dev technologies -- static as well as dynamic.

There's a really good book, you know, 'C For Dummies' (seriously). Really, if you can learn C, you can learn C++, and if you learn the C++ OO concepts you've practically learned PHP. Familiarising yourself with a function reference takes half an hour these days :)
