Contro:
I am not able to understand nitro.
Sorry.
I continue the list.

Contro:
I am thinking again.
The more often case is when i have the word document. And the word document have a TOC.
But usually simply print with a pdf printer like pdf creator.
And perhaps the best moment to create bookmarks is in that moment. But I don't know how to do.

Creating automatic bookmarks in a pdf

Sometimes I download a pdf of a a law with titles, chapters and articles.

And I would like to have bookmarks of the titles, chapters and articles of the law, and in general of any other subject.

Check out the product list at A-PDF (some of them are free), as they have a lot of specialist tools. You might find something that might automate at least part of the process. If all fails, they can also make you a customised tool.

Granted, a lot of these are one-trick ponies, but then one-trick ponies can be very useful sometimes...

(Disclaimer: I only tried their PDF Comment Collector; on the other hand, it did what it said on the can perfectly well.)

I don't see the tool.

Contro:
Jpdftweak has a feature to add bookmarks from a csv file,
there may be some commandline option to add entries to that csv,
so you would need a script to autogenerate that csv according to specific words in your pdf.
