Program restarts, hibernations and shut downs software

I would like the most complete scripts for this purpose :

With these possibilities
- system restarts programmed each 20 minutes
- option to restarts in safe mode and program this option
- option to succesive restarts or even shutdowns if possible.
- restart and launch after some minutes a special program for that occasion.
etc.

What is the best ?
P.D. Not languages please, AHK is the best of course.

2. Be able to schedule a restart in safe mode, and then other two hours later in normal mode.

Perhaps something you can use the built-in Windows Task Scheduler for?

It seems the capital question. To depure the system , I think.
Nevertheless I would like to try the process is not illegal.....

In the past I think I have tried to reenter in safe mode. We have to modify the msconfig I think.
I usually use Restart because I have so many times installed windows xp pro in the same pc, and ubuntu, as you may know.
What I am looking for is a flexible tool. But don't ask me the exact purpose because I only imagine.
I have six systems under xp. Suppose I want to do some task depending on the system, because each system is specialized.
I am trying at these moments windows 8 because possibly my future pc will goes with multiple virtual machines under w8. But i will continue with xp pro in the backfront.

I usually don't turn off my pc's. They are all the day on.
I have read the system degenerated after many hours turn on.
Depuring the system if often in safe mode.

so perhaps you have an idea what i am looking for, but I would to know is possible anyway.
