how do i open fr3 files, how do i edit them, and how do i covert them to doc or othwr popular files?

Google tells me that Fractal Explorer is the application that opens fr3 files.

this must not be correct
these files are Fast Report files

these files are Fast Report files
If you know that, why did you ask then? These generic questions are answered about 100 times faster using the power of da Google...
