It does more then I thought, for a free Serif program.
This is not in the regular free Serif products section.

Its not PhotoPlus X4, but it has some abilities you may want.

You may have to register, all they want is an e-mail address,
and the download link is sent to you.
The download is already licensed, registering is optional I believe, but I registered.

I think they eventually migrate older editions downwards through successively cheaper incarnations, but you might not want to wait for X4 to get to that stage, if it ever does.
