It seems reasonable to me. $400 isn't really that much for what you're getting. You can demo it, and I think the demo is unlimited. I think you need to pay the license fee to actually publish an application. Don't quote me on that though.

You can always have an ad-bar in your freeware. In-app advertising has been very well received on the mobile platform, unlike the desktop.
