Server blocking address to URL stream?

i found a URL with URL Snooper but can't get it to play in WMP...

URL is

It's my brother in-law's hockey game.

Anyway when i put it into WMP it connects and buffers but doesn't play.

Ideally i'd like to record this game but is it possible the server it's hosted on is blocking my access?

I can't play it here either. It's only been recorded at 32kps... perhaps there was an error during encoding.
