Looking for a folder monitor app...

Does anyone know of a program that can monitor one or more folders and execute a program from the command line when certain events occur? The closest thing I've found is a program called Watch-4-Folder, but there's no way to pass the file to the command as a parameter which is something I need. Surely something like this exists (for free). Does anyone know of such a thing?

You can find quite a few other utilities that are primarily slanted towards system files (presumably for monitoring installs).
