can you suggest types of graphics effects?

for example:

metallic
3D
glossy
old
sketch

etc

...what is the context? The question is extremely vague.

Chart coloring, texture manipulations, graphical effects (like sinewaves, metaballs, ...)?

Almost the best thing one can do is point you to sources of them. For email The Gimp has a fantastic gallery of raster effects, including those you mentioned. Inkscape on the otherhand has most of the same one but in a vector graphics context.

Needless the say Adobe Photoshop and Illustrator probably offer the same and maybe more?
